Since late 2022, the government of Laos has permitted the cultivation and production of hemp for medical and consumer purposes. This is based on Decision 3789 issued by the Ministry of Health. Companies are allowed to grow, process, import, and export hemp products under the following conditions:
- THC content must be no more than 0 point 2 percent in finished products and no more than 1 percent in raw materials
- Businesses must obtain licenses from both the Ministry of Health and the Ministry of Planning and Investment
- Approved products include dietary supplements, cosmetics, and CBD-infused drinks
However, marijuana with high THC content remains strictly illegal. Unauthorized cultivation, possession, or sale is punishable under the law.
Cambodia
Cannabis is completely banned in Cambodia for both medical and recreational purposes. The government continues to reject any proposals to legalize its use or cultivation. Important facts include:
- Cultivating cannabis is illegal and is regularly targeted by law enforcement
- There are no official plans to legalize any form of cannabis
- Some tourist restaurants may still serve dishes containing cannabis, such as so-called happy pizza, but this remains illegal and carries legal risks
