Welcome to the Licensing & Compliance category! Here you can discuss cannabis licensing procedures, legal requirements and regulatory compliance in Thailand and across Asia. This category is for every grower: licensed farms, shops and other businesses, and home growers who want to know which rules apply to them.
Topics to discuss
- Cannabis cultivation and business licensing in Thailand: which licence covers which activity, and what inspections and renewals involve
- Thai FDA requirements and product standards. The Thai FDA (อย., Food and Drug Administration) is Thailand’s regulator for food, drugs, cosmetics and health products. It is not the US agency. Labelling rules are explained in this topic.
- Compliance with the Notification of the Thai Ministry of Public Health Re: Controlled Herbs (Cannabis), B.E. 2568. B.E. stands for Buddhist Era, the Thai calendar, so B.E. 2568 is the year 2025. A “controlled herb” is a legal category under the Thai Traditional Medicine Protection Act B.E. 2542 (1999). For a controlled herb, research, export, sale and processing need a licence.
- Import and export permits
- Reporting and documentation requirements, meaning the records and reports a licence holder must keep
- Latest regulatory updates. Post each change with its source and dates, as explained in this guide.
Translator’s note: The Notification B.E. 2568 has been in force since 26 June 2025. Under it, cannabis flower may be sold only with a PT 33 (ภ.ท.33) prescription, covering at most 30 days. Advertising and online sale of flower are prohibited. For this reason, do not post flower offers, prices or “message me to buy” in this category. Two newer ministerial regulations took effect in April 2026 (details). The draft Cannabis Control Act is not law yet. The Cabinet approved the draft on 22 September 2026 and sent it to the House (details).
Translator’s note: If you grow in another Southeast Asian country, say which country in your post, because Thai rules do not apply there. Read the country-by-country overview before you post.

Read the original legal text first
Thai ministerial regulations and notifications take effect when they are published in the Royal Gazette (ราชกิจจานุเบกษา), Thailand’s official journal. Summaries, including posts on this forum, can be out of date or incomplete. Before you act on one, open the published text and check its wording and its in-force date. This topic shows how to find and read the original texts.
- Published text of the Notification B.E. 2568: it was published in the Royal Gazette on 25 June 2025. A copy of the text is on the DTAM website.
- Licensing agency: the Department of Thai Traditional and Alternative Medicine (DTAM, กรมการแพทย์แผนไทยและการแพทย์ทางเลือก), Ministry of Public Health. In Bangkok, apply to DTAM. In other provinces, apply to the Provincial Public Health Office (สสจ.) where the premises are located. Official page: DTAM Division of Medical Cannabis.
How to ask a question here
Post your question as a reply below this topic, or open a new topic in this category. Include the following details so that members can give an answer that fits your case:
- Licence type: the licence you hold or plan to apply for, or “none, home grower”. The answer often depends on the licence.
- Province: members in the same area can tell you how similar cases went locally.
- Scale: number of plants or growing area, and whether you grow indoor, outdoor or in a greenhouse. This lets members compare your case with similar operations.
- Stage: applying, preparing for an inspection, renewing, or responding to a notice.
- The exact wording of the document or notice you are asking about. Remove names, addresses and licence numbers first. Members can then answer from the real text instead of guessing.
