The paperwork side of operating legally: which permit covers which activity, what an inspection looks at, how a licence is suspended or revoked, and what the penalties are when an operator gets it wrong. Practical compliance rather than legal theory.
Thailand is the main jurisdiction discussed here. The Notification of the Ministry of Public Health Re: Controlled Herbs (Cannabis), B.E. 2568 took effect on 26 June 2025 and makes the flower a controlled herb, supplied on the Phor Thor 33 prescription form for up to thirty days, with advertising and online sale both prohibited. The Ministerial Regulation on Controlled Herbs (No. 2) B.E. 2569 tightened the licensing conditions from 30 April 2026.
Two things are worth planning around. A licence attaches to a defined site and activity, so moving, expanding or adding a process is a licensing event rather than an operational detail. And most enforcement people actually encounter starts with advertising and record keeping rather than with the plants themselves.
