Seed sits in a different legal position from the plant in most places, and that position varies more between countries than almost anything else discussed on this forum. A trade that is lawful at both ends can still be unlawful in transit, and customs seizure is the ordinary outcome rather than the unlucky one, so the jurisdiction question comes before the price question.
Two conventions make a trade work. Describe the material honestly, meaning the cross, the generation, who made it and how it was stored, because a mislabelled packet costs the recipient a full season to discover. And settle the legality at both ends in the thread before anything is packed; neither party benefits from finding out afterwards.
